Rollover Authority: (1) The tacit acceptance of the authority of a public official due to a previous position of authority in government, administration, politics, bureaucracy and the like - even though their current office confers no valid governing authority (such as the Vice President). (2) The tacit acceptance of the authority of said official for being the first in the line of succession - even though their current office confers no valid governing authority.
This term arose out of Chris Matthew's interesting speculation(s) on the fact that former Vice President Dick Cheney had no real authority giving orders to the CIA. It is remembered that Mr. Cheney was a former Secretary of Defense (17th) and a minority whip and that memories of this may have conferred some authority upon him through 'loyalty creep' (a suggested form of Mission Creep).
